What Measures will Beijing Take to Grow into an International Consumption Center?

The 2021 Beijing International Consumption Center Urban Forum kicked off at the CIFTIS Shougang Park on September 5, on the occasion of which the Action Plan for Establishing Beijing as an International Consumption Center was released.

According to the goals of the action plan, Beijing will spend about five years cultivating and constructing an international consumption center with global influence, competitiveness and reputation by 2025, for which Beijing will establish 2 to 3 100 billion-scale world-class business circles, increase the number of inbound tourists by more than 5% annually, attract domestic and international brands to open more than 3,000 first stores, innovative stores and flagship stores in the city, increase the number of Beijing Time-honored Brands to about 230, create about 10 clusters of time-honored brands, and incubate more than 100 new consumer goods brands.

Specific measures include:

  • First, create consumption landmarks with complementary advantages and distinctive characteristics to enhance the global appeal of "Beijing consumption." Second, create consumption landmarks that represent the culture and fashion of Beijing. Third, leverage the Cultural Golden Triangle – the Imperial Palace, Wangfujing and Longfu Temple – to promote in-depth integration of commerce, tourism, culture and technology at the Wangfujing business circle. Fourth, enhance the international competitiveness of consumption circles in downtown Beijing.
  • First, accelerate the establishment of a 100 billion-scale international business circle based on the China Central Place, China World Mall, Beijing SKP and other commercial complexes. Second, create a new sub-center consumption circle. Third, create a new carrier of consumption of "multiple outlets and one district." Fourth, use the integral stop-city model to develop a consumption chain integrating shopping, commerce, public services, culture and entertainment. Fifth, make the Beijing Capital International Airport and Daxing International Airport into two consumption hubs and strengthen the deployment of duty-free shops and cross-border e-commerce experience shops.
  • First, accelerate urban renewal in the business sector, promote the transformation and upgrading of traditional business districts and traditional shopping malls on a continuous basis, and upgrade a number of distinctive, vibrant and cultural pedestrian streets. Second, create a Beijing-Tianjin-Hebei consumption agglomeration and a two-hour tourism and consumption circle around Beijing.
  • First, leverage the city’s cultural and tourism resources to develop globally competitive cultural and tourism consumer goods. Second, promote the transformation of the city into a prestigious historical and cultural city and also a “city of museums.” Third, design and develop premium tour routes, explore the combination of intangible heritage and tourism/the Internet/cultural and creative industries and optimize the layout of 5A scenic areas in the city.
